3.3 Specific Requirements of the Tender3.3.1 Deliverables• The Builder is to provide a Work Method Statement for review by Council prior to commencing the contract works.• The Builder is to provide and maintain site amenities for contractors working at the property, for the duration of the contract works.• The builder must take precautions to avoid any damages to the Skate Rink during construction. • Allow to provide safe access to the roof areas and all necessary safety rails, barricades etc. for the duration of the contract works.• Allow to provide temporary security fencing to isolate the work zone areas, for the duration of the contract works.• Allow to liaise with Council to agree on location(s) of where materials can be stored on site, including where plant and equipment can be positioned during the reinstatement repairs.• The Builder and/or Roofer are to obtain all necessary measurements before removing any roof sheets. The Builder shall inspect the site to determine the extent of services to be disconnected, to undertake the roof reinstatement repairs. All costs associated with the disconnection and reinstatement of the existing services is to be included in the lump sum tender amount.On Completion of Works:• Allow to make good any damage which may have occurred as the result of undertaking the works (i.e. Skate rink floor, Skate rink Wall, adjacent buildings, parking area, grassed areas, hardstand areas, gardens, fencing etc.).• Allow to remove all builders rubbish, security fencing, barricades, plant and equipment off the site on completion.• Provide to Council all relevant certificates, certification etc. associated with the contract works.• Hand over all keys, warranties and relevant documentation to Council on completion.General Requirements• The Builder is to comply with all requirements and conditions of Broken Hill City Council (BHCC) in undertaking the contract works at the property which will be established in a formal contract.• The reinstatement works are to be undertaken in accordance with SafeWork NSW and all other relevant statutory authority requirements.• All work is to be undertaken in accordance with the Building Code of Australia, relevant Australian Standards and manufacturers’ recommendations.• WH&S Requirements: The successful Tenderer will be responsible to ensure that all persons working on site, will work to the requirements of the current Work Health and Safety Act and associated legislation.• Asbestos Management: Due to the age of most of Council buildings, Council would expect that asbestos will be present and thus the Tenderer will be responsible for the appropriate management of asbestos where substantial reroofing/repairs are required. (Refer Appendix A, “BHCC Asbestos Register) • Health and Safety Protection: The Builder is to take all precautions necessary to protect the health of persons on or within the vicinity of the site from conditions which are or may be dangerous to health or safety.• Weather Protection: Where roof coverings and/or wall cladding has been removed to undertake the reinstatement repairs, the Builder is to provide temporary protection to prevent water penetration in the event of a storm occurring during the works. Any damaged caused through temporary protection failure will be repaired by the contractor at no cost to Council. Smoking is not allowed within BHCC properties and/or grounds.• The Tenderers are to examine the site and familiarise themselves with relevant risks, contingencies and other circumstances which could affect their tender and which is obtainable by the making of reasonable inquiries; and examined the site and its surroundings; and informed themselves as far as practicable of all relevant physical conditions of the site, access limitation, location of adjoining properties and has an understanding of the restrictions with regard to preventing pollutants access to the Council’s stormwater system.• Only an area of each roof is to be removed which can be recovered in the one day.• All damaged roofing iron including flashings, capping, guttering, cowls must be transported and disposed of at the Broken Hill City Council waste facility. Fees will be charged by BHCC for the disposal of waste and recyclable materials Appendix B, BHCC Waste Management Fees 24-25 (Waste facility charges are expected to change after June 2025).• All damaged mechanical plant must be transported and disposed of at the Broken Hill City Council Waste Facility.Roof and Roof PlumberGeneralThis section relates to the replacement of damaged roof coverings and wall cladding, as outlined in the Schedule of Works, including all associated flashings, capping, ventilation cowls etc. and where nominated replacement and repair of gutters is to be undertaken by an appropriately licensed and experienced roofing contractor.Standards and Manufacturers RequirementsAll materials and workmanship are to comply with the current and relevant Australian Standards including installation in accordance with the manufacturer’s recommendations.Roof Sheet GaugeThe minimum gauge for new metal roof sheet materials used in the reinstatement repairs is to be 0.6 Base Metal Thickness (BMT). Where thicker gauge has been used allow to match the original gauge.PurlinsDamaged purlins must be replaced with new purlins of the same material. The specifications of new purlins must be same as the old purlins before damage.Roof Covering SamplesWhere matching roofing materials/colour is not available allow to supply samples of the proposed replacement roofing and wall cladding materials, for approval by BHCC before ordering and installation.WarrantiesProvide manufacturers of the roofing material and fixing contractors warranties to BHCC on completion of the works.WorkmanshipCarry out all necessary operations for the satisfactory performance of the roof, including cutting at junctions, trimming around penetrations and flashings. Protect the new roof from damage throughout the works. Avoid construction loads on the roof. Clean off debris and loose material from completed sections at the end of each day’s work and on completion. Keep the rainwater system free of debris and foreign matter and leave them unobstructed on completion.Fastenings Fastenings generally shall be to manufacturer’s requirements and to be suitable for the wind categories for the area. Fasteners are to match roof sheeting / flashing colour. Flashings and Capping’sProvide flashing at roof junctions, upstands, abutments and projections through the roof. Thickness and width to at least match existing flashings and capping.Roof VentilatorsWhere specified allow to remove, store and refix roof ventilators back to match their original positions. Where ventilators have been damaged allow for replacement and match the pre-damaged design, quality, colour and capacity.Downpipes and Testing of Stormwater DrainageWhere removed allow to reconnect downpipes back to their original locations. Allow to test the stormwater system for correct operation and clear any blockages as necessary.On CompletionEnsure all stormwater lines and gutters are clear of debris with roof area and gutters cleaned. Water test should be carried out. Warranties are to be provided to the Proprietor at completion.Scope Refer to the Scope of Works and allow for all roofing and parapet cladding reinstatement items.Electrical and Mechanical ServicesGeneral Where warranted to undertake the roof reinstatement repairs, allow disconnect and reconnect of electrical and mechanical services. Where storm damaged and nominated in the Schedule of Works, allow to replace electrical and mechanical fixtures and fittings. Where possible conceal all conduits, cables within the roof space.StandardsMaterial and workmanship shall comply with the current and relevant Australian Standards and the Building Code of Australia.Workmanship All work is to be undertaken by an appropriately licenced tradesperson. All materials used in the new work shall be of an approved manufacture, type and fixed in accordance with the respective codes and the regulatory authority requirements.General NotesSupply all accessories, appliances and equipment which may be necessary for the correct and complete installation of electric power and lighting, emergency lighting, electric services and appliances, telephones, alarm systems, security systems, mechanical ventilation and mechanical air-conditioning. Install all equipment in accordance with the manufacturer’s recommendations. Fix accessories squarely to building surfaces.Scope of WorksRefer to the Scope of Works and allow for all electrical and mechanical reinstatement items.PainterGeneralThis section comprises the painting of surfaces as specified in the Schedule of Works.Standards of WorkStandards of Work are to comply with all current and relevant Australian Standards for the painting of buildings and in accordance with the paint manufacturer’s recommendations.Only premium quality lines from approved manufacturers shall be used.Colours and finishes shall be generally to match existing prior to the damage. All paints must match Dulux paints or better.Ensure that primers, sealers and undercoats are suitable for the substrate and compatiblewith finishing coats and with each other.Internal paint coats to include an approved mould inhibitor.Coats1) Steel – One coat zinc rich primer with two coats protective coating.2) Internal Timber: One coat of primer/undercoat and two finish coats.External Surfaces: One coat of primer/undercoat and two finish coats.3) Metal (flashings etc.): One coat of etch primer or primer as required and two finish coats.PreparationAllow to remove all loose and flaking paint to previously painted surfaces, clean and sand.Spot prime bare areas to all previously painted surfaces before applying the undercoat.Allow to punch nails in timberwork, patch, fill and sand between coats.Take the necessary precautions to avoid any damages to Skate rink floor and wall.ScopeRefer to the Scope of Works and allow for all painting items.Safe Roof Access SystemGeneralDesign and install a safe roof Access system as per the Australian Standards.Standard of WorkThe safe access system needs to be designed, installed and certified as per the Australian Standards.Workmanship All work is to be undertaken by an appropriately licenced person. All materials used in the new work shall be of an approved manufacture, type and fixed in accordance with the respective codes and the regulatory authority requirements.The system needs to be certified by a Roof access system certifier.Requirements:For safety, roof anchor points must be capable of withstanding a minimum load of 22 kN.The roof access system needs to ensure the safe simultaneous use by at least two personnel working on the roof.Scope of WorksRefer to the Scope of Works and allow for all Safe roof Access System items.3.3.2 Inclusions• Please submit two separate quotations:? Quotation 1: For the roof replacement project without including purchase and installation of insulation(sarking).? Quotation 2: For the roof replacement project including the purchase and installation of insulation. (Insulation material selection and its installation should be as per the industry standards and Australian Regulations, AS4200.1).• Inspection and Test PlanTo ensure quality control, the Tenderer must submit an inspection and test plan for each aspect of works including but not limited to:? All aspects of roof and wall replacement works.? Air-conditioning replacement/maintenance works.? Painting.• Project Management PlanPrior to the commencement of work, the successful Tenderer must provide a Project Management Plan for approval. No works are permitted to commence until the Project Management Plan is approved. As part of the Tender Submission, the Tenderer must submit examples of its Project Management Plans that effectively address the various facets of project delivery.• Materials Containing Asbestos At the time of tendering the Builder is to refer to the asbestos register (where available) for the building, to gain an understanding of the presence of materials containing asbestos in the building. Where an asbestos register is not available the builder will be required to engage a qualified person (Hygienist) and include all cost in their Tender to undertake an inspection of the building prior to commencing the contract works, to confirm if any material(s) which may contain asbestos will be affected by the contract works or otherwise and provide the Hygienist report to Council of their findings/recommendations. Where removal and disposal is required to be undertaken of any materials confirmed as containing asbestos, the works will be undertaken in accordance with SafeWork NSW, NSW Environment Protection Authority, How to Safely Remove Asbestos Code of Practice issued by Safe Work Authority 2011 and all other relevant statutory authority requirements. The Builder will be required to confirm the full extent of the asbestos removal work prior to commencing the works. Where removal and disposal of asbestos is to be undertaken, the Builder is to contact the SafeWork NSW authority to advise them of the commencement date of the proposed asbestos removal work. All agreed asbestos removal work is to be completed and a clearance certificate provided prior to the commencement of the reinstatement contract works.
