The ELC will be offered as a traditional commercial leaseThe relationship between the Principal and the successful Tenderer will be landlord and tenant. The successful Tenderer will not be the agent, partner or contractor of Council.The ELC is to be run as an independent business, with the successful Tenderer paying rent under the lease.The ELC would need to maintain a minimum Meeting National Quality Standard rating, preferably a Exceeding National Quality Standard rating.The lease will be for a 10-year term, with two five year options available if certain conditions are met.
