The Department of Finance (Finance) is undertaking a refresh of the People Panel - Recruitment and Search Services arrangement.  Interested parties are invited to submit a tender in accordance with the RFT no later than 2pm Australian Eastern Daylight Time (AEDT) on Tuesday 10 June 2025. All documentation for this RFT is available through the 360 Public Portal through the following link:  https://public.sl360.au/request/63366 All tender responses must be submitted through the 360 Public Portal.

Potential Tenderers must either register for a new account on the 360 Public Portal or sign in to an existing 360 account to download the RFT documentation. If the Tenderer has obtained the RFT documentation from any source other than the 360 Public Portal, they must visit the 360 Public Portal, register for a new account and download the RFT documentation, to receive notification of Addenda’s.  Finance is using the 360 Public Portal, an online tender system, to receive Tenders in response to this RFT. The 360 Public Portal is a secure system hosted and supported in Australia. Tenderers must submit their Tender through the 360 Public Portal, refer to paragraph 7.1 of the RFT. Tenders cannot be submitted in AusTender.

The Tenderer must: (a) agree to enter into a Head Agreement with the Commonwealth on the terms and conditions at Attachment C – Head Agreement, without amendment, if selected as a Successful Tenderer;  (b) be a legal entity under Australian law; (c) not be bankrupt or insolvent; (d) not be subject to any judicial decision against them (not including decisions under appeal) relating to employee entitlements, (or if subject to such judicial decision, the Tenderer must have satisfied any resulting order); and (e) not be listed as a non-compliant employer under the Workplace Gender Equality Act 2012 (Cth).

As part of this approach to market Finance intends that services under this arrangement will be commencing for Service Providers from Quarter 2 2025/2026.
