Tender Details : The Goondiwindi Town Levee was first constructed following a series of floods in the Macintyre
River in 1956, and it has protected the town of Goondiwindi against every major flood since. The
levee stretches approximately 21 kilometres and encircles most of the township before ending at
high ground on the floodplain. The Goondiwindi Regional Council (GRC) provides for the upkeep
and maintenance of the levee bank, with assistance from external funding programs under special
circumstances.
The Macintyre River Levee is built on top of the Macintyre River right bank, providing flood
protection to the township. GRC has identified sites along the river within their jurisdiction area that

The Goondiwindi Town Levee was first constructed following a series of floods in the Macintyre River in 1956, and it has protected the town of Goondiwindi against every major flood since. The levee stretches approximately 21 kilometres and encircles most of the township before ending at high ground on the floodplain. The Goondiwindi Regional Council (GRC) provides for the upkeep and maintenance of the levee bank, with assistance from external funding programs under special circumstances. The Macintyre River Levee is built on top of the Macintyre River right bank, providing flood protection to the township. GRC has identified sites along the river within their jurisdiction area that have significant right bank erosion or riverbank slumping/failure and which, therefore, potentially threaten levee integrity. Although there may be multiple individual locations where the Macintyre River riverbank has eroded/slumped/failed, GRC identified that the sites with the greatest risk riverbank damage occur within the 1500m stretch of the Macintyre River right-bank between Boyle Street and Rivergums Drive in Goondiwindi. For the purposes of the Macintyre River Riverbank Remediation Project, and its Early Contractor Involvement (ECI) phase, the entire 1500m stretch is considered “the site” and is referred to as “the site” in this document. Further erosion of the riverbank has the potential to affect riverine and riparian values/processes significantly and has the potential to negatively impact the structural integrity of the levee (constructed top-of-bank) including, by extension, potentially affecting the flood protection the levee currently provides to Goondiwindi and adjacent areas. GRC is requesting Expressions of Interest (EOI) for an Early Contractor Involvement (ECI) phase for the Macintyre River Riverbank Remediation Project (the Project) with a view to a subsequent construction phase construction/implementing the riverbank remediation solution. This Information Memorandum provides preliminary information to assist the Respondent with its assessment of the Project. It is produced as a general guide only. The Respondent should undertake and rely on its own independent due diligence investigations and not rely only on the information contained in this document to prepare their Submission.
